Does the frizzle sizzle need bright lighting while it is dormant with no leaves?

If so, can it be kept outside for the summer even if it gets wet when it rains?

It needs to be protected from rain while it's dormant. As far as light is concerned, the plant doesn't need it while dormant but it will the moment new leaves start to form again. Because of that, it's often easier to just give it light through its dormancy period so you don't forget once the leaves start to form.
