Sounds like it needs more sunlight. When it is growing leaves, less frequent watering can also help them maintain their curls.
Got mine 3 years ago, but it only sprouts 1 very leggy leaf, no furl at all. How can I fix it? Albuca spiralis 'Frizzle Sizzle'® [dormant]
