My frizzle sizzle is all the way down to the root ball. Is it dormant or dead?

It's hard to say without seeing it, but August is a normal time of year for it to be dormant and without leaves. A dormant Frizzle Sizzle bulb will still be beige in color and have some firmness to it (dry outer layers notwithstanding). In the next 3-6 weeks, water it deeply to fully saturate the soil about once a week. If it's alive, it will start to resprout leaves. Fingers crossed!
