Are graptosedum summer dormant or winter dormant? I can’t seem to find a definitive answer.

Graptosedum tends to slow down its growth in the summer. However, it only ever goes partially dormant, if it goes dormant at all.
Fortunately, nothing changes as far as care is concerned. If you wait to water until you see signs of thirst (i.e. wrinkly, flaccid leaves), then the times between when you water don't matter.
