My sunrise plant has no flowers and not any bigger. West facing window & high humidity everyday. What's wrong?

A west facing window isn't going to give this plant the light it needs to grow or flower. A south facing window (or a grow light) would be much better.
Humidity and shade is a dangerous combo as far as rot is concerned. However, if it's not showing obvious signs of rot, it must mean that your water schedule is okay.
It's also important to note that this particular succulent stays small, and only ever grows a little above 3".
