I bought one in 11/2021. getting big but still flat no tall stem... am I doing something wrong?

Aeonium 'Emerald Ice' doesn't get as tall as some other Aeonium so it's not surprising to hear that it doesn't have that long stem. If it's getting wider and doesn't have any rotten bits or large brown spots, then it's likely healthy. It sounds like you're doing things right.
