Almost always! Sempervivum (Hens & Chicks) are frost hardy down to at least -20F (hardiness zone 5) so it thrives outdoors throughout winter in most of the US. Just be sure to grow it in lots of sun and well-draining soil. Also, no need to water through the winter.
