my top leaves of my crassula perforata ivory tower fell off while I was putting them in a new pot. will they grow?

Ivory Towers can't always replace missing leaves, particularly if it's lost the growing tip of the stem (the apical meristem). It can, however, sprout new branches, grow tall, and fill in over time in a way that does mask previously leaf loss.
