This could be due to a lack of light. How do the stems look? Is there a lot of space between the leaves where you can see bare stem? If so, then it's probable that your plant is trying to "reach" for the sun. The lack of sunlight would lead to a lack of energy which would lead to a lack of flowers.
If it's already getting 6+ hours of sunlight a day or the stem isn't so bare, you could try fertilizing it, using a well balanced fertilizer during the seasons it grows the most. You could also try using a fertilizer that is high in phosphorous bi-weekly.
