There seems to be a plastic (?) wire around the top of the plug. Should this be removed?

Just got the Mangave 'Silver Fox' today...should I remove the plug when I transplant into a larger pot? Or is this made of some form of biodegradable material?

It is a biodegradable material, but if your plant is struggling to uptake water, it may be a good idea to gently help it biodegrade with a pair of scissors. If you do decide to cut the mesh off, be careful not to strike the roots. Even small holes can be an entryway for fungal pathogens.
