Someone told me that this is also called an "ice plant". Is this true since both are "Delosperma"?

That someone is correct! This plant is commonly called ice plant, and this is where the common names of plants can be confusing and unhelpful. Not only are many plants in the genus Delosperma called ice plant, but many plants in that whole family, Aizoaceae, are called ice plant. This includes the, very invasive, Carpobrotus edulis.
It also doesn't help that many plants have common names that are similar to "ice plant" but are in totally different families, like the parasitic snow plant and the hauntingly beautiful frostweed.
