Yes! Deadheading Portulaca plants encourages blooming.
I recommend pruning this plant twice a year. Once around now (mid-summer) and once during the late fall. For this first pruning, I recommend giving it a little fertilizer too, in order to encourage recovery. Don't do this during the second pruning though as the plant is going into winter dormancy soon after.
