Succulents should not be watered right after transplanting. They need a period of dryness for any micro tears to their roots to dry and callus over. Sempervivum should always be outdoors, and right after transplanting they recover best with dry, partial sun and mild temperatures. After several days they can be watered and once they establish roots (~1 month) they can tolerate long droughts, full sun, and temperatures down to about -20F.
