Crassula naturally grow in small, rocky crevices, so they can tolerate being a little root-bound and will just stay small enough to fit in their container. But if you want to encourage larger growth, yes, we recommend repotting into a container 1"-2" bigger in diameter. And as always, be sure to use a pot with a drainage hot, gritty soil, and pick a sunny spot.
