We are in July and my local grocery store has this plant. They are flowering. Aren't they supposed to dormant now

They can be kept out of dormancy if you do not give them a dormant dry spell and just keep watering them. Some people feel you ultimately end up with a less healthy plant if you mess with its seasonal cycles like that.
