No, that is a flower stalk. But Haworthia do sprout new offsets around their base which can eventually be gently pulled off and re-rooted elsewhere.
Mine has a tendril with a tiny sprout. Can I grow another one from this sprout? Haworthia attenuata 'Super White' Haworthia
