You'll never need to add perlite to the mix as this soil drains incredibly well on its own. If anything, you'll need to add regular potting soil to increase water retention. This soil should only be used, unmixed, for cacti, Agave and other incredibly drought tolerant plants. For all other plants you will need more water retention.
It is safe to handle this soil because bifenthrin doesn't pass the skin barrier well. Just be sure to wash your hands after handling this soil, particularly before eating.
Because bifenthrin binds to the soil very well, isn't very toxic and is used in low concentrations, it is doubtful that appreciable amounts of bifenthrin will be absorbed by your plants or excreted as runoff if you use this soil.
Although we are not toxicologists and cannot give health advice, it is worth noting that bifenthrin is used on crop plants like corn and tomatoes.
