1) Echeveria can tolerate some high temperatures and will have no real trouble with 97°F weather. Just be extra careful about over and under watering when it's really hot like that. Hot weather means the plants need more water but fungi also really like warm weather.
2) Echeveria can do very well inside under grow lights, but they need to be set up correctly. The lights need to be at most about 3"-6" away from the plants. Keep the light on for 12-14 hours per day. Echeveria like lots of light and can stretch easily.

4) Pot size is not an exact science. As a general rule, it's better to err on the side of underpotting because soil holds onto water. More soil means more water which increases the chance of rot. However, as long as your soil is well draining, this effect is negligible.
