My Crassula Watch Chain is getting brown an inch or two up from the dirt, what is wrong?

As long as the stem is still firm, this is normal. Many plants eventually allow their lower leaves to shrivel so they can focus on their newer leaves. After all, it is their newer leaves that are exposed to the most light.
