With pine cone cactus, you shouldn't need rooting hormone at all. Just poke the scabbed over end into some moist soil and it'll have no trouble rooting. If you really wanted to use a rooting hormone to speed things up, put it on after the cut has scabbed over. Just dip that end into water so the powder sticks to the stem.
