Why is the stem too weak to hold up the leaves?

If your Sempervivum has grown a tall stem, you're either looking at a bloom stalk or the whole plant has stretched due to lack of sun. Sempervivum should be grown outdoors to prevent irreversible stretching. If you think it's a bloom stalk, the link below will give you more info and show photo examples.
