Do dormant and grow seasons only apply to outdoor succulents?
Gibbaeum dispar
I only plan on doing indoor succulents, using window, and supplemental grow light as needed. Do I need to be concerned about dormant/grow seasons?

Mostly, no. The only major exceptions to this are caudex succulents like Stephania erecta. If exposed to natural light some succulents may slow down their growth at certain times of year, but they won't go completely dormant indoors.
As long as you watch the plant and only water when it gives signs of thirst, you won't have to worry about dormancy. Look for wrinkled leaves or sudden redness or closing rosettes before watering.
