Here are a few tips you can try to get your plant to root better.
1) Be sure you're watering deeply when you water. Make sure water is dripping from the drainage holes in the pot. If the water isn't reaching the bottom of the pot, the roots have no reason to go there.
2) Make sure your soil is draining fast enough. Even if you're not overwatering, bad soil can retain water for too long, leading to mild cases of root rot.
3) Make sure your plant is receiving enough light. This isn't frequently an issue for any Gasteria, but giving it a bit more light may give it more energy to grow more roots.
