It really depends on your balance of budget and how soon you want it to look filled in. Sedum like this can spread up to about 1" per month in the growing season. You could go the cheaper, slower route and plant about 12" apart (25 plants total). Or you could get an instantly filled in look with 3"-4" spacing (144 plants total). Or anything in between! Really a matter of personal preference.
