Full sun is the key to flowering reluctant cacti, like Eve's Needle. Your cactus must be getting plenty of sunlight or none of these other tips will work.
Try a weak fertilizer in the spring and summer. Either use a fertilizer formulated succulents specifically, or make a very dilute general purpose fertilizer. Make it twice as dilute as what the box recommends.
Allow your plant to cool off during the winter, but don't let it freeze. A winter rest encourages cacti to flower in the growing season. Try letting your cactus get down somewhere between 35°F to 45°F.
