Question in the soil for succulents. Is it just the pumice looking rock and no soil / dirt for drainage?

The rock is for drainage. "Soil" is a mix made up of organic matter, which typically holds onto water, and inorganic matter, which allows for drainage. A good cactus soil, like this one, has more inorganic matter than organic matter so that it sheds water more than it absorbs it.
This soil is mostly small stones, but features wood chips and pine coir for organic matter.
