This plant tends to stack these growths as it matures, so you could just leave it on there. However, if you want to propagate your pine cone cactus, you could gently pull this growth off of your plant, leave it on the counter top for a week to callous over, and poke it into some well draining soil. Give this cutting regular watering and it'll root, making another plant. It's a good idea to wait until this growth is an inch long or so, to give you the maximum chance for success.
