Echeveria are polycarpic, so they don't make death blooms. Instead, they bloom year after year. After the blooms are spent, the stalk should dry out and can eventually be pulled off the plant with a gentle tug.
Roots emerging from the side of the stem where the leaves are is a sign of underwatering, as are shriveled leaves. Be sure water is dripping out the drainage holes of your pot when you water. If this is already the case, try increasing the frequency of your watering.
