can a zone 10 plant be in the very hot sun in the ground and survive temps that get into the 100s?

That depends on which zone 10 plant you mean. An Aeonium or a tender Sedum would struggle in those conditions, but a cactus or some Agave would do very well. No matter the plant, you'll have a better chance of success if you plant in mild weather so that the plant has time to establish the strong root system it needs to tolerate extremes.
