How many do I need / how far apart can I plant them to fill in gaps?

If I want to us this in a park strip, how far apart should they be planted to encourage them to spread. And should I remove all grass prior to planting or let them choke it out?

You will definitely want to remove all the grass before planting succulents, otherwise the grass will spread and is very hard to remove from amongst the Sedum. The closer you plant, the sooner you will have full coverage. You can expect Sedum to spread about 1 inch per month in the growing season. So the spacing you choose is up to your preference in regards to budget and timeline. A nice middle ground a lot of people use is to plant with approximately 3 inch spacing.
