You'll need a boulder with pockets and crevices. Cram the Sempervivum's roots into the pocket, adding as much soil as necessary to fully secure the plant in place. For the first couple months (especially if you get hot, dry summers) you'll want to thoroughly water the plants so they can establish roots. In many climates, Sempervivum established in rocky crevices can eventually thrive with little to no irrigation, just rainfall.
