Plants, especially succulents, can sometimes have a genetic mutation that gives them this "monstrose" form. We don't know that it has a specific purpose, but it does not reduce fitness to the extent that it would be weeded out by evolution. It's similar to how redheads are genetic sports; different phenotype, no clear evolutionary reason per se.
