Unfortunately, our quality guarantee is only in effect 14 days after you receive your plants. However, Stephania erecta can go dormant for years if the proper conditions are not met. It's quite possible that your plants could still sprout.
First, feel the caudex. If it feels very mushy or wet, then the plant has rotted and will likely die. However, if it feels mostly firm, your plant is still alive.
The key to getting Stephania erecta to sprout is moisture. Try soaking the caudex for 24 hours in a large bowl, then pot it in some well draining succulent soil. After potting, be sure the plant gets plenty of light and plenty of humidity. Try to keep the humidity above 60% if possible. The leaves can get crispy with sudden dips in humidity so be sure to keep that humidity constant.
