Do terracotta clay pots need to be washed in a vinegar and water bath. Then rinsed off thoroughly prior to soaking them for 24 hours and then letting them completely dry before using them on succulents.

No. They're ready to plant in right out of the box. However, terracotta pots can develop a white crust to them after having plants in them for a while. This is from water entering the tiny pores in the terracotta and then evaporating, leaving behind any minerals that were present in the water. Depending on how "hard" your water is, this effect could be mild or intense. It won't affect the health of your plants, but if you don't like the look of it, the cleaning method you describe will remove this crust from the outside of the pot.
