We live near Phoenix, AZ and the sempervivum did not survive the heat and arid conditions. They were in pots.

They can, but they won't be happy about it. They tend to grow in a lethargic manner when grown inside and are more susceptible to rot. They also won't achieve their best colors.
In your conditions, they would benefit tremendously from afternoon shade and more water.
