Can I cut it off now or should I wait? I thought they go dormant in summer. It has lots of flower shoots too..

You can cut and re-root it now. Succulents like Echeveria go dormant in summer in response to drought, high heat, and full sun. If you are growing it indoors or in a somewhat protected environment, it is likely not dormant. Just be sure to let the cut end fully dry and callus before watering the planted stem.
