One of the succulents in my Haworthia plug is laying flat on the soil instead of standing up. Is this normal?

The plug details on your website don't tell me what the names of the individual plugs are so I can't ID it..

Sometimes they do grow a bit wonky, but it shouldn't affect the health of the plant. When you plant it, orient it with the Haworthia pointing straight upright, even if it means the root plug is a bit diagonal under the soil.
