how many into a 6 inch pot in order to become nice and full like the photo shows

All Graptopetalum rusbyi readily form clumps and will become full given time. However, they do fill a 2" pot currently.
As far as planting them in a 6" pot is concerned, three of these will do nicely. They'll quickly grow to fill the pot.
