Light will always help cuttings root and grow. South facing windows or grow lights help tremendously.
It's also important to note that cuttings tend to need more frequent water than fully rooted succulents. The extra water encourages the cutting to form roots so that it can then focus on foliar growth.
Take a look at the cut end of the cutting. Is it forming roots? Do they look healthy and white or slimy and dark? Check the soil. Are there grubs in the soil that could be eating at the tender roots as they form? Fungus gnat larva are notorious for this.
