Not growing leaves is one thing, but the softening is sign that the caudex has rotted. However, there still may be hope.
Soaking the caudex in water for 24 hours will encourage it to "wake up" and start growing. Then, it needs humidity more than wet feet. For this reason, I recommend growing it indoors even in the warm season of zone 9. Hold the fertilizer.
If there's life in that caudex, that should cause it to sprout but, if there's just rot, it will quickly reveal itself with this technique as well. Regardless, you won't have to wait too much longer to find out.
