what does unrooted mean

The unrooted Sempervivim, once received can i just go ahead and plant outdoors?

You can! Unrooted just means that the plants will not come to you with roots. They'll certainly grow their own roots once planted, but when you pull them out of the paper bag they come in, they won't have roots.
