Sempervivum arachnoideum has a variable amount of this webbing depending, mainly, on the light it receives. The purpose of the webbing is to protect the tender leaves from getting sunburned. If the plant doesn't get enough light, it may dispense with its webbing to try and catch as much light as it can.
You could try moving the grow light closer to the plant, but Sempervivum don't particularly like being grown indoors. They prefer the rugged elements of cold and drought. The best way to grow your plant is to slowly introduce it to more hours of outdoor sunlight a day. If you give it too much sunlight too early, it might burn though so be careful. Once your plant is happy with the light, it should regrow its webbing in no time.
