You should be able to plant them now.
As far as the birdbath is concerned, you don't need to be worried about the freezing temperatures of the water, but rather the water itself. Sempervivum go dormant in the winter and prefer to not be irrigated. Weather is fine, but constant water from a birdbath may increase the chance of rot. It depends on how windy it gets in your part of Colorado.
