What plants can tolerate overwatering, then drying in Arizona heat?

The garden plot in front of my condo has a built in tiny hose. It sprayed so much on my sempervivum that they're rotting. I cannot remove the hose. The condo board wouldn't allow it. Thank you.

As far as succulents are concerned, those conditions (being frequently watered and then exposed to intense heat and, I'm assuming, harsh sunlight) are about the worst for succulents. There are a bunch that can survive the heat (mainly cacti and Kalanchoe), but the heat and sun with the water, is a death sentence. The water alone is a death sentence for succulents.
