Hello there!
The Arizona sun is challenging, although certainly able to be overcome. Shade cloth and a careful eye for shriveling can deal with that. What concerns me is the flooding.
Does this hose flood your garden beds every night? If so, I don't believe succulents will work in this area. Even if your garden beds got flooded every other night, it would be too much for succulents. It's possible that if the beds got flooded during the day, and maybe every other day, that certain soft Sedum plants would work (Sedum adolphii comes to mind as a possibility). However, night time is a really bad time to water succulents.
All in all, I believe you'll have to either deal with that hose, or find a new place to grow succulents. Sorry about that!
