Talking to people who've managed to grow Sempervivum in Arizona, the key seems to be strategic use of shade and water. Yes, if possible, grow them under shade cloth or at leasst in a spot that gets afternoon shade. Also try to water them in the morning before particularly hot days. It's the combination of heat + direct sun + drought that causes succulent sunburns. Good luck!
