At what point is a plant considered mature?

I suppose it's a bit subjective. The Sempervivum we sell are fully rooted and mature enough to produce new offsets. But each individual rosette will keep growing wider for another couple years. At the same time, the colony will keep growing in the quantity of rosettes.
