Looks like you're in hardiness zone 8b, meaning minimum temperatures of about 15-20F. There are a lot of Frost Hardy Succulents like Sempervivum (Hens & Chicks) and Sedum that can flourish in that environment. Echeveria, however, do not tolerate temperatures below freezing. In practice, some experienced succulent growers can get them to survive on the cusp in winters like yours. One thing that can help is keeping them as dry as possible through winter by planting in raised berms of very gritty, rapidly draining soil. You can also cover frost sensitive plants with bed sheets or row cover before any expected frosts. You could also plant Echeveria in a pot so that you can bring it indoors to a sunny spot for winter.
