I have the same problem with many sedums in my garden bed. The roots and the plants look healthy, but at some point, the stems that are close to the soil wither, and a plant falls over. I am rerooting now red wiggle, dream dazzler, jade tuffet, and pink stonecrop - all of them had the same issue. Is it because of heat? I'm from NC, so the last month was 90+ degrees with almost no rains.

Withering stems can be the result of either over or under watering. Sudden increases in temperature can exacerbate these issues but normal, seasonal shifts are fine. If the leaves appear wilted along with the stem, the issue is likely underwatering. However, stem wilting near the soil line sounds much more like overwatering.
Be sure to use very gritty soil, even when growing in a garden bed and water only once the leaves appear wilted. Also note, many Sedum go dormant during the summer to beat the heat. They need much less water during this time.
