It is very challenging to save a cactus once rot has set in, particularly if it has spread to the roots. You can try fully un-potting the cactus and laying it out next to a sunny window. Remove any black or slimy tissue with a sharp, clean knife and leave it out several days to dry and fully callus. When you do re-pot, use a container with a drainage hole and a very gritty soil like this Bonsai Jack Gritty Mix. Continue withholding water (possibly throughout winter). Cacti should be kept in full sun and only watered when the soil is completely dry and the stem has a little give to it (this can take over a month).
